Yes, I also hope that someone would help me with the project, there are lots of tasks that could be given to multiple developers so we could work on our parts of code at the same time.

Regular members also can although only limited amount.

However you, kalachman, aren't even regular member, you are a newbie.
Newbies can not give rep points. This is made to make sure that people won't create new and new accounts to abuse the reputation system.

So basicly, yes. If you quickly want to give fair amount of rep points, you need VIP.
