Yes it is. You can use sound explorer for it. Find the sound you are interested in, and click copy to inventory to get the sound in local inventory.
Then open your local inventory, right click on the sound you want to copy and click "reupload".
Or you can instead choose Save As option and save it to your disk in ogg format.
