I have a problem with downloads

Hi, guys!

I have a problem. In this morning, I download one file from this forum. I want to download one more, and when i click the file, I'm getting a message: 
"Sorry! You've reached the limit of downloaded attachments per 24 hours! The maximum downloaded attachments per day is : 5"

It's okay, but I not download 5 files.Yesterday and today I just download one or two files, because some downloads not working. 
Yesterday, when I want download (JIAN :: Silly Shibes - Companion Pup (White)) I'm getting error message, and when i tried again, i got the message above.
Could this bug not be fixed so that non-functioning downloads are not included in the daily limit?
(Sorry for my bad english.)
