Okay, if you opened it and photoshop is showing it as a flat, then your graphics arent strong enough for photoshop to let do the 3d painting/ or your version of photoshop only supports 3d viewing but not 3d editing.
However the fact that you are able to see it means you exported it properly.
No you don't have to run it through blender, you can just import it directly inworld as you would a normal mesh.
The only time you have to run it through blender is if you exported a Sculpt or prim as mesh.
Then you have to import it into blender and then export it as a static mesh.
