Currently as of the present, a user must have Payment Info On File to upload mesh. Makes it easier for LL to share rl info to Dcma whistle blowers.
I don't expect some xml hack to circumvent this, since knowing the uuid of a mesh object can't be used to make another copy in-world.
This has nothing to do with the fact that rigged meshes cannot be re-sized (due to how skeletons and bones and collision bones influence a mesh), yet un-rigged meshes *CAN* be resized in-world.
Very long ago during the mesh beta days, a collada upload was "dropped" into a full perm prim, just as a sculptie. But LL didn't want things to be like the good ol days.
