i think you didnt fill in the mesh test in your account on Second Life page

The Mesh Test does not exist anymore.
Since about 2 or 3 Years you need a Payment Info like Paypal etc. in your Account to accept the Terms from Linden.
Otherwise you cannot upload mesh with that account.
