It seems to be textures only ,  I am unable to find a head model in this.  Am I missing something on how it works ?

Yes just checked this is the texturing kit that is avail for everyone for free download.

@TheDude, i see now i tought it is a devkit but its a psd file for making skins,
not a dev kit for blender i will move it to the psd files
