When you upload it check “include skin weight” at upload options.

At level of details reduce “lowest” to 100. You have immense less upload costs and the quality is not worse.

Upload the texture separate. Wear the item at left pec.

i add this time the picture
is this skirt rigged?

you can add also the textures to the rar/zip file just make a folder add everything from the item in the folder 
make the orginal name and zip it
then upload it
