It depends how you export the object. (1)If you simply export it as a Dae (collada mesh) then it won't be rigged - but thats okay because hair doesnt usually need to be rigged unless, it's long and over the shoulder etc. but eventhen its not so important.

(2)If you use export as an XML file while it is worn, and use the MeshesSL program to extract the rigged mesh, then you have rigged hair. 

Most mesh hair have 4 or 5 groups of faces, that you need to apply the texture UUID to, its pretty straight forward:
Rez object: edit>check edit linked parts>> check the Faces  radio box. >> Texture tab>> select each face on the object (by clicking it, you will see a white circle and cross) in turn and add the texture uuid<< Hit "apply uuid" and "select". and thats it.!! 2 minutes worth of work

UUID:The textures assets you export with the mesh or xml  are named with the uuid, simply copy that name e.g. 54567786478768645987 etc and paste into the Texture UUID field.
