Right, Avastar and Sparkles are two differently purchased products, even though they work together once installed.
There is a free version of 'Sparkles-lite', that's the one you see in your download account. It'll be normal not to see the Sparkles 1.6 if it wasn't purchased.
Don't go rushing into Sparkles too fast. Watch the official tutorials and see if it has features that you really need. Basically if a user doesn't know how to weight paint manually, they're surely not going to need Sparkles anytime soon.
