I never saw this section there. I see all sections but tools. And I don't leech really - besides downloading hydrastorm i don't really get any of stuff here

I tried on chrome, opera and firefox, cleared cookies, even tried vpn - nothing works.
All I see is this:

Also i get messages about not having permission to view that forum - so it must be something on server side. Should I make another account and check if it fixes?
