need to know if anybody knows how to teleport con a sim qith teleports blocked, or if a i need a hud or some system configuration for do that.
Please help me with that!

You cannot teleport on a sim if you are blocked. This is controlled on the server side of the game. Any copybot viewer will get the job done. Most need to be updated but the features still work.
