I think the only way you can get actual UUIDs of skins is if you rip them from your own Inventory.
When you "export" textures from other nearby avatars, they are baked, so the keys from those are useless.
If the baked textures are free of tattoos and alphas, then you may re-upload them back into SL. Caveat that you will be the new creator of those uploads, of course.
